Compliance tools for EU children’s product sellers
Toys placed on the EU market need conformity under the Toy Safety Directive (and related rules), EN 71 testing, a CE mark, an EU Declaration of Conformity, and — for many non-EU manufacturers — an authorised representative in the Union. Amazon EU marketplaces increasingly route toys through TIC Direct Validation.
Who this is for
Sellers on Amazon.de, .fr, .it, .es, .nl, .se, .pl, .be and brands shipping into the EU from outside.
What you must have on file
- EN 71 Parts 1–3 (and EN IEC 62115 when electric) covering the shipped configuration
- EU Declaration of Conformity under the manufacturer’s sole responsibility
- CE marking on the product or packaging as required
- EU authorised representative details when the manufacturer is outside the EU
- Technical file retained and available to market surveillance
Where sellers in European Union get stuck
- Reusing a U.S. CPC as an EU DoC
- Missing authorised representative on the Declaration for non-EU manufacturers
- EN 71 report for a sibling SKU that does not match the ASIN
- Ignoring REACH / chemical documentation when Amazon or retailers ask

Questions sellers ask
Is CE the same as a CPC?
No. CE marking and the EU Declaration of Conformity are the EU stack. The CPC is U.S.-only. Selling in both regions means both document sets.
Which Amazon EU countries use Direct Validation for toys?
Amazon has applied Direct Validation for children’s toys across multiple EU storefronts (including Germany, France, Italy, Spain, Netherlands, Belgium, Poland, Sweden) plus the UK, US, and Canada. Check Account Health for your ASIN.
Do I need GPSR paperwork too?
General Product Safety Regulation (EU) 2023/988 adds responsible-person and traceability expectations for many consumer products. Toys still lean on the Toy Safety Directive — keep both stacks straight with counsel or your notified body / lab.
