CPC vs test report — why you need both

The test report is the laboratory’s evidence that samples were tested to cited methods. The Children’s Product Certificate is the importer’s or domestic manufacturer’s legal certification that the product complies, based on that testing. Amazon and CPSC expect the pair: a CPC without a matching report (or a report without a proper CPC) fails review.

Who creates which document

  • Laboratory → test report (methods, results, lab identity, dates).
  • Importer or U.S. manufacturer → CPC citing applicable rules and pointing to that testing.
  • Factory marketing PDFs that rename a report as a “certificate” usually fail because the certifying party is wrong.

How to keep them matched

Use the same product name, model, and age grade on the listing, CPC, and report. Cite only rules the report supports. Store them together in your vault so renewals do not orphan one file.

Questions people ask

Can the lab issue my CPC?

Labs issue reports. You issue the CPC (unless you hire a compliance service to draft it in your name). The legal certifier remains the importer or manufacturer.

Will Amazon accept a report alone?

Often no for children’s products — they want the CPC plus the supporting report, and increasingly TIC Direct Validation on top.
