CPC for vending machine toys
Which rules apply to vending machine toys
- Vending capsule toys are children’s products with a unique duty: the machine itself is the display, so the small-parts warning must be on the machine and the capsule — the CPSC’s vending rules require on-machine warnings for toys with small parts.
- CPSIA section 101 total lead content in accessible substrate materials.
- 16 CFR part 1303 lead in paint and surface coatings where painted or coated.
- CPSIA section 103 tracking labels: manufacturer, location, and date of manufacture on product and packaging.
The testing and certification path
Testing covers the capsule toys themselves (small parts, lead, phthalates) and the vending-specific requirements: the warning label on the machine, the capsule labeling, and the age-appropriate mix. Machines placed near schools and playgrounds get extra attention from enforcers.
Book testing at a laboratory that is CPSC-accepted for each rule, issue the CPC in your own name citing the rules your report supports, and keep the certificate with its test report for at least five years. Marketplaces ask for the pair, not the certificate alone.
Questions people ask
Do I need warnings on the vending machine itself?
Yes: toys with small parts sold in vending machines require the choking-hazard warning displayed on the machine — not just on the capsule.
Are capsule toys tested per capsule?
Every distinct toy in the capsule assortment is assessed. A 100-piece capsule mix means a test plan covering every design.
