GCC for lighters (16 CFR Parts 1210 and 1212)

Disposable, novelty, and exotic lighters sold in the US must be child-resistant under 16 CFR Part 1210 (and Part 1212 for exotic lighters), proven by child-test panels and mechanical testing, and certified with a General Certificate of Conformity. The child-test panel requirement makes this one of the few certifications that literally involves testing with children under supervised protocols.

What the rules require

  • Child-resistance effectiveness: at least 85% of a child test panel must fail to operate the lighter in supervised trials.
  • Mechanical performance: flame height, actuation force, and durability tests.
  • Novelty lighters that resemble toys or appeal to children are banned outright under part 1210.

Certification

The importer certifies each lighter model with a GCC citing the applicable part, supported by the child-panel and mechanical test reports. Novelty-shaped lighters (cartoons, foods, gadgets) are refused at import — the ban is independent of any child-resistance mechanism.

Where does the child testing happen?

Child-panel testing is conducted under controlled protocols at designated testing facilities. Your import plan must account for scheduling these panels — they are the certification bottleneck.

Do refillable premium lighters count?

Exotic and premium lighters follow part 1212 with adjusted requirements, but novelty-appeal bans still apply. Confirm the classification with your test facility.
