Do replacement remotes or sensors need their own GCC?

Components sold for use with a certified opener are assessed differently from complete openers. Confirm with your laboratory whether your component is a finished product under the rule.

Is a UL listing the same as the GCC?

No: the listing is the testing and evaluation; the GCC is the certificate you issue citing part 1211 based on that evaluation. You need both the evaluation and the certificate.
