Which rules apply to children’s wagons
- Pull wagons marketed for children are toys certified to the toy standard: mechanical integrity, sharp edges on formed metal, lead in substrates and coatings, small parts on accessories, and stability testing.
- CPSIA section 101 total lead content in accessible substrate materials.
- 16 CFR part 1303 lead in paint and surface coatings where painted or coated.
- CPSIA section 103 tracking labels: manufacturer, location, and date of manufacture on product and packaging.
The testing and certification path
Testing covers handle strength, edge treatment on formed-steel or plastic bodies, wheel and axle integrity under load, and lead screening on paint and substrate. Wagons marketed with infant positions raise carriages-and-strollers questions — keep the age positioning clean.
Book testing at a laboratory that is CPSC-accepted for each rule, issue the CPC in your own name citing the rules your report supports, and keep the certificate with its test report for at least five years. Marketplaces ask for the pair, not the certificate alone.

Do wooden wagons need the same tests?
The toy standard applies to the material family with adapted clauses — wooden bodies still get mechanical, lead, and small-parts review. Confirm the wooden-toy clauses with your lab.
