The plush-specific test points
- Seam strength: stuffed toys are twisted and pulled to check that filling stays inside.
- Eyes, noses, and buttons: tested to ensure they cannot detach under tension and become choking hazards.
- Fiber fill and fabrics: tested for lead and other regulated substances.
- Age grading: plush for under-3s faces stricter small parts and shape requirements than plush for older children.
Documentation that helps plush sellers
Keep the material list (outer fabric, lining, fill, thread, eyes) with your test report: it lets the lab test each component once and lets you certify variants that share materials. When you launch a new colorway using the same fabrics, ask your lab whether the existing report covers it before paying for new testing.

Do embroidered eyes avoid the small parts problem?
Embroidery removes the detachable-part risk, which is why many under-3 plush designs use it. The toy standard still applies to the rest of the design.
Is stuffing regulated?
Cleanliness and safety of fill are covered under state regulations and the toy standard’s provisions; CPSIA chemical limits apply to the accessible materials. Discuss fill testing with your lab.
