What a CPC certificate actually costs
Use the free generator right here
No account, no upload: the certificate is built in your browser and saved to your local vault.
Cost 1: Testing (the big one, and mandatory)
- Third-party testing at a CPSC-accepted lab: roughly $180 on the low end to $1,500+ for complex products.
- Each color or material variant is commonly quoted at about $100 extra.
- Quotes vary widely between labs: always get two or three, and confirm the rule list before testing.
Cost 2: Drafting the certificate (avoidable)
Freelance drafting gigs charge $90–295 per certificate, and compliance consultants bill $50–200 per hour. The document itself is a formality once the test report exists: the free generator produces the same output in minutes at zero cost, because everything is computed in your browser.
Cost 3: Recurring validation
Since September 2025, Amazon requires annual re-validation of toy listings through approved testing firms, with document-review fees typically around $50–150 per facility. Budget for it as a yearly line item per product line, not a one-time event.
How sellers keep costs down
- Batch test products that share materials and factory.
- Group identical variants under one report and one certificate.
- Generate and store certificates free, so nothing is paid twice.
Questions people ask
Is there a government fee to file or issue a CPC?
No government fee applies to issuing the certificate itself. Since July 2026 the data must be eFiled with U.S. Customs for covered imports, which your broker handles; the certificate creation remains free.
Why do freelancers charge $90–295 for a free document?
They charge for knowing which rules apply and formatting the document correctly. A generator that encodes the same knowledge does it for free.
What happens if I skip testing to save money?
The certificate would be unsupported, which marketplaces and the CPSC treat as non-compliance: listing removal, refused imports, and civil penalties are the realistic outcomes. Testing is the non-negotiable cost.
Does testing have to be repeated every year?
Marketplaces increasingly expect annual validation for toys, and the CPSC rules require retesting after product or sourcing changes and long production gaps. Plan for yearly cycles on active products.
